Residents, businesses and developers will have an opportunity to comment on proposed revisions to Bellevue’s water and sewer codes at the Environmental Services Commission meeting at 6:30 p.m. Thursday, July 8 at City Hall, 450 110th Ave NE, conference room 1E-112.

The city is updating its water and sewer codes to be consistent with other Bellevue codes and to make the following changes:

Adjacent water systems that use Bellevue water in emergency circumstances will pay for the water at current rates;

The life of side sewer permits will be extended from one year to two years;

The duration of the effect of late-comer agreements will be extended from 15 to 20 years;

Code violations and enforcement provisions will parallel those adopted for the Storm Code in 2009.

The last major revisions to the Water and Sewer Utility codes were made in 1995, with minor amendments in 2001 and 2003. Affected Bellevue codes are the Water Utility Code (24.02), the Sewer Utility Code (24.04), and the Utility Service Charge Relief Code (24.10). If revisions affecting the enforcement of water and sewer code violations are recommended, the Civil Violations Code (1.18) will also be revised.

The City Council will review and consider all comments received on the proposed revisions to the water and sewer codes before taking action to approve them. If the council adopts the new codes, the tentative date they will take effect is Oct. 17.
