More on who has right of way at four-way stop

My April 6 letter regarding right of way at a stop sign was correct. The quote from the state driver's guide is correct, but that is not the situation I was writing about.

Once the right of way rotation at a stop sign is established, it maintains the clockwise rotation (person on the right has the right of way) regardless of when they arrived. A lot of Washington driver’s don’t seem to understand that.

I have reviewed the rules. I would suggest that when people quote the rule book they should make sure that what they are quoting is applicable to the situation.
