Cesar Portillo has been named Vice President for Human Resources at Bellevue College (BC).

Portillo comes to BC from Highline Community College, where he served as Executive Director of Human Resources. Previously he served in human resources at the University of Washington School of Medicine and San Diego State University.

With special expertise in employee and labor relations, Portillo is currently a member of Governor Chris Gregoire’s bargaining team for statewide classified contract negotiations.

Portillo earned a master of business administration degree in executive leadership at Seattle University and a bachelor of arts in political science from the University of Texas.

He is a member of the Society for Human Resource Management, the Project Management Institute, and the Society of Corporate Compliance and Ethics.

He lives in Everett.
