Kemper Development requests helistop modification

Kemper Development Company has requested a modification to its conditional use permit to add to the types of helicopters it can operate at its Bank of America building helistop.

Kemper Development Company has requested a modification to its conditional use permit to add to the types of helicopters it can operate at its Bank of America building helistop.

City Council approved use of the helistop in May 2011, allowing up to five weekly operations — take-offs and landings — with only four allowed per weekday and one on Saturdays. Use of the helistop is prohibited on Sundays and legal holidays. The helistop became operational in December 2012, but has not reported any operations.

The company requests a modification to its conditional use permit to allow for single-engine helicopters in addition to the already allowed twin-turbine choppers.

“Right now, all of this is in review,” said Carol Helland, city land use director. “I have been delegated the authority to issue land use decisions based on the provisions of the land use code.”

The original decision by council was based on the hearing examiner’s desire for safety precautions, said Helland, adding her decision will need to ensure safety continues to be preserved should a modification be made.

Helland said the only other helistop in the city is at Overlake Medical Center for emergency operations.
