There go the jobs

With the president ending the space program, he laid off 4,000 workers, which adds to the 9.2 percent unemployment rate. On top of that, he sent the NASA space program overseas, to Russia of all places.

Isn’t the goal to stop the flow of jobs overseas, and reduce the unemployment?
