Bellevue PD looks for witnesses using old photo

The Bellevue Police Department has asked the public for help identifying witnesses in the 1980 rape and murder of Susan Lowe. Michael Allen Halgren, 56, was arrested earlier this month after DNA was matched to evidence at the scene.
Spokesperson Carla Iafrate said though old, she hopes the image of a Bellevue bowling team, called "Who Cares," might produce some leads. The team was known to bowl at Sun Villa Lanes in Eastgate in 1979 and 1980, and both Lowe and Halgren's fiance of the time, regularly bowled at the alley.
Halgren, a convicted sex offender, pled not guilty to the crime of first-degree murder. When arrested, he'd been committed to McNeil Island's Special Commitment center and had a criminal history, including a conviction in the 1989 kidnapping and rape of a woman in Bellevue.
Lowe was just 19 at the time of her death, and was found strangled in her apartment with a pair of pantyhose nearby. Bellevue PD has asked for anyone with information to contact Detective Jerry Johnson at 425-452-2754.
